A)

A) boots fine but
B) "data=writeback" causes remount-fs.service to fails on startup :

This is not a bug but expected behaviour. Changing writeback settings is not possible with remount, so your kernel will have to boot using the right data= setting for the root FS. Default is data=ordered, so it mounts the rootfs with ro,data=ordered. When systemd-remount-fs does the remount, it will try to apply data=writeback, which fails.
