grub 2.04 fails to embed core.img in a partitionless btrfs setup.
grub-install fails with `Your core.img is unusually large. It won't fit in the embedding area.`

grub 2.02 does not exhibit this behavior and embeds core.img just fine

Steps to reproduce:
- Set up partitionless drive formatted as btrfs
- `grub-install /dev/sdX`
