It's impossible to set folder names containing accents in Gnome Sheel.
This issue was already rpeorted in Gnome bug tracker

A Gnome developer said that ibus is a dependency of gnome-shell.

Additional info:
* package version(s) gnome-shell 1:3.36.0-1
* config and/or log files etc.
* link to upstream bug report, if any

Steps to reproduce:
set keyboard layout to brazilian portuguese
press super+a to show the apps list, drag an icon on top of another one to create a folder in Gnome Shell
click on the just created folder, click on the icon in the upper right corner and try to type a folder name including accent. "Utilitários", for example.
This task depends upon

Also you may want to revert the libibus -> ibus change, otherwise other IM user may experience problem after proper fix merged.
