Details

Very simple: group "plasma" does include "kde-gtk-config" while package "plasma-meta" does not. It is the only difference between the two. I think they should be identical.

kde-gtk-config hard depends on gtk and I don't want plasma-meta to pull gtk, that why it's optional. With the group you can choose to skip it, with the meta package you can't.

On second thought, in 5.18 kde-gtk-config is simply a daemon that syncs settings to gtk and only depends on glib2, so I can just remove the hard dependency on gtk3
