According to their changelog (https://github.com/containers/buildah/blob/master/CHANGELOG.md), ostree support was removed on the 1.11.5 (2019-11-11) release, so it should probably be dropped from the list of depends on the PKGBUILD, as well.

Actually, this probably involves more work. The same applies to podman (which removed support on 04/11/2019) and skopeo (which removed support on 07/02/2020).

The attached diff, which removes the dependency from both buildah and skopeo, works fine for me. There's already  FS#64063  opened for skopeo.
