DetailsTitle says it all: The IDE fails to start complaining about not being able to load the kotlin plugin. The problem is known upstream ([1], [2]). Possible workaround is disabling the kotlin plugin, but since I'm using it coding kotlin, is makes the IDE quite useless. Version 2019.3-1 works just fine, so probably a downgrade whould solve this until upstream fixes the problem.
