Reason for closing: Fixed
Additional comments about closing: Fixed with latest glibc version. AM/PM symbols were not available in cy_GB and en_GB locales.

It works correctly with en_US.utf8 and gnome-panel 2.17.92. So it's one of these factors: gnome-panel 2.17.92 that got fixed in the meanwhile, or some bug in the en_GB locale. Could you switch to en_US.utf8 to test if AM/PM works?

I just tried with en_US.utf8 and it works fine there, so it must be a problem with the en_GB locale
