Description:
Since Linux 5.4, Thunderbolt probing is timing out on ArchLinux.

Looks like an ArchLinux only issue, see my upstream report:
https://bugzilla.kernel.org/show_bug.cgi?id=206109

Or, maybe Fedora has backported a fix from 5.5
