That image is a month old, and there is an archlinux-keyring update.

Note that https://hub.docker.com/r/archlinux/base updates a lot faster, and currently works fine. It is the staging namespace maintained by archlinux, which then gets tagged into docker-library for the official "archlinux" namespace.
