Patch is totally unnecessary, all that is required is to drop the optdepends. If you want to patch it out of the build system, ask upstream.

How would removing the optdepends remove the plugin from the shipped package?

What happens if the optdepends for a plugin are not installed, today? The plugin doesn't work. So, upstream is still shipping a plugin that doesn't work, Arch Linux simply doesn't have to advertise it in the optdepends.
