When you install a program it normally installs a icon in the menu of the particular Desktop Environment or Windows Manager. (such as KDE, Gnome, XFCE, etc).

OK so you're asking for a desktop file that provides a menu entry, not for an icon?

So, a more detailed explanation. You'll find a mame.desktop attached below. In the new package file you'll want to add a directory called pixmaps and then to add a mame.png file in that directory and that should solve everything.
