Description:
Tensorflow does not expose all C++ public API symbols correctly

Additional info:
* package version(s) - tensorflow-2.1.0-rc0
* config and/or log files etc.
* link to upstream bug report, if any - https://github.com/tensorflow/tensorflow/issues/34980

Steps to reproduce:
1. install tensorflow
2. try to link including the `Tensorflow::ClientSession` symbol
3. link error
