After downgrading to https://archive.archlinux.org/packages/o/open-iscsi/open-iscsi-2.0.878-1-x86_64.pkg.tar.xz discovery session is successful.

I dont have to downgrade open-iscsi anymore, package version open-iscsi 2.1.1-1 fixes the issue.
