DetailsThe package python-pillow version 6.2.0-3 (from community-testing) installs its headers to /usr/include/python3.8m - I believe it should install them to /usr/include/python3.8. It is the only package that installs files to /usr/include/python3.8m - probably a copy and replace mistake (3.7m should have been replaced by 3.8, but is replaced by 3.8m).
