Because I can't build mkinitcpio via: `mkinitcpio -p linux`

That is very unlikely to happen. Update your system instead and remember that partial updates are not supported.

That functionality was moved from the kernel to mkinitcpio (and soon dracut). This is to make the kernel package more self contained, and to make the boot process more flexible. Please, make sure your system is updated.
