FS#64402 - [hplip] hp-plugin installs properly, but hp-device-manager doesn't recognize that

Details

Description: Basically every time when I need to add my HP Laserjet M1132-MFP, the hp-device-manager install's the plugin and say that it's not installed, so I cannot add my printer using it.

Additional info:
* package version(s) 3.19.8-2
* config and/or log files etc.
* link to upstream bug report, if any

Steps to reproduce:

Install hplip with it's dependencies > Open Hp Device Manager > Connect the Old Laserjet Printer > Go to Device / Setup Device > Select USB > Search > Select the Printer > On the Pop-up Window, Click Next > Read and Agree License > Insert Password to Install > Click OK > The Problem!

Maybe some permission error. Feel free to check the file location permissions or try the AUR plugin pkg.
