Description:
Today, I done full system update (I do that weakly), and after update, my computer keeps forgeting my keyboard layout and printing strange characters. if I use setxkbmap to fix this, it works if I stay focused on my current window but keeps reverting back if I focus another window. I tried to remove my keyboard configs from /etc/X11/xorg.conf.d/ but still does the same thing. I tried a different window manager and still same. After downgrading xkeyboard-config package to 2.27-1 problem solved.

Additional info:

Package: xkeyboard-config 2.28-1

You may want to report this upstream: https://gitlab.freedesktop.org/xkeyboard-config/xkeyboard-config/issues and try to git bisect it.

It seems the problem caused by fcitx. I was using my default input method as "Keyboard-APL" but after changing to "Keyboard-US' issue got solved.
