In fact, arp-scan 1.9.1 never existed upstream either, so I'm not sure where you got that version from in the first place.
The same version of arp-scan (latest 1.9.5) with the same command (eg: `sudo arp-scan -lI ens18`) used to work and now it doesn't. I'm not sure the exact version of the kernel that actually broke it but I guess this isn't really a bug in arp-scan?
IF I downgrade to libpcap 1.9.0, it works fine.
