I'm suggest a new mirror in France. Only in ipv4 with support for https.

Geographical location of the mirror (country) France
URLs for supported access methods https via https://mirrors.eric.ovh/arch
Your mirror's available bandwidth 1Gbps with iperf -f g -c iperf.eric.ovh -p 4444 => 0.70 Gbits/sec
