Reason for closing:  Fixed
Additional comments about closing:  Old and stale. systemd is no longer creating locked user accounts. Any systems still affected must fix manually e.g. usermod --expiredate= lightdm (à la gdm).

I think I'm having the same issue.

I'm getting this when I run "systemctl --failed"

UNIT LOAD ACTIVE SUB DESCRIPTION
user@975.service loaded failed failed User Manager for UID 975

See  FS#63706  as /etc/pam.d/lightdm-greeter has:
session optional pam_systemd.so
it does not cause the authentication to fail.
