DetailsTopic says it all: GIMP cannot save svg images, it doesn't even show up in the formats list in the 'save as' dialog...

GIMP offers SVG Import and allows exporting paths to SVG. For the rest, the GIMP is a bitmap editing program, not an SVG program. You should use inkscape or some other vector program to edit SVG images.
