Description:
Pulseaudio 13.0-2 cannot start with enabled ladspa-sink module.

Steps to reproduce:
use something like this in default.pa (swh-plugins is used for ladspa):

.ifexists module-ladspa-sink.so
.nofail
load-module module-ladspa-sink sink_master=alsa_output.pci-0000_03_00.1.hdmi-stereo-extra3 sink_name=ladspa_sink plugin=sc1_1425.so label=sc1 control=10,500,-30,4,2,12
.fail
.endif

pulseaudio will stop with error:
E: [pulseaudio] sink.c: Assertion 'PA_SINK_IS_LINKED(s->state)' failed at ../pulseaudio/src/pulsecore/sink.c:906, function pa_sink_suspend(). Aborting.

I somehow posted broken log..... There is pulseaudio -v output

I have the same issue with the mbeq_1197 plugin (also part of swh-plugins).

I have the same issue, here's the relevant line: (others are just like OP's repro)

load-module module-ladspa-sink sink_name=ladspa_out sink_master=alsa_output.usb-Focusrite_Scarlett_2i2_USB-00.analog-stereo plugin=cmt label=hpf control=70
