Description:
config_local.py gets overwritten with empty config_local.py on upgrade.

Additional info:
* package version(s): 4.11-1

Steps to reproduce:
- Make changes to config_local.py.
- Upgrade the package.
- The config_local.py file will get overwritten with empty config_local.py from package.

It's annoying that the changes I made in config_local.py will be lost everytime I upgrade the package. Maybe the config_local.py should be removed from the package? I believe the file is optional and user can always create the file by themselves if required.
