Description:

Recently, ruby-public_suffix has been updated to version 4.0.1. Since then, this package has been broken, since it requires ruby-public_suffix to be >= 2.0.2, < 4.0.0. I suspect that this requirement was added as a precaution since the changelog doesn't suggest breaking changes other than bumping the required ruby version, but I haven't tested this. If this is the case, the package can be fixed by patching the version requirement. Otherwise, a versioned dependency may be necessary.

Steps to reproduce:

* Start with a clean ruby environment (without a valid version of the public_suffix gem)
* Install ruby-addressable
* Attempt to use the addressable gem
