Details

Description: mapnik fails to recognise the presence of the proj package therefore it isn't listed in the flags

Additional info:
* package version(s) 3.0.22
* config and/or log files etc.
* link to upstream bug report, if any

Steps to reproduce:

mapnik-config --proj-lib

Tested w/ the following setup:
$ mapnik-config -v
3.0.22
$ mapnik-config --proj-lib |wc -l
0
$ proj
Rel. 6.1.0, May 15th, 2019
usage: proj [-bdeEfiIlmorsStTvVwW [args]] [+opt[=arg] ...] [file ...]
$ ogr2ogr --version
GDAL 3.0.0, released 2019/05/05

I can confirm that building mapnik from scratch with the workaround mentioned above cures the issue.

$ ./mapnik-config --version
4.0.0
$ ./mapnik-config --proj-lib
/usr/share/proj/
$ mapnik-config --version
3.0.22
$ mapnik-config --proj-lib |wc -l
0
