Description:
Mouse model ID 09da:000a A4Tech Co., Ltd. Optical Mouse Opto 510D / OP-620D
Mouse wheel is working on another systems. On my system X-server didn't get wheel signals. I've checked it with xev.

Reverting libinput 1.13.4-1 => 1.13.3-1 didn't solve the issue.

After upgrading linux-zen from 5.1.9.zen1-1-x86_64 to 5.2.zen1-1-x86_64 my A4tech mouse wheel stopped working.
Reverting to a previous kernel version 5.1.9.zen1-1-x86_64 fixes a problem.

There is similar problems with kernel kernel 4.19.46-1-lts and onwards. (https://bugs.archlinux.org/task/62876)

On 5.2.1-zen1-1-zen mouse doesn't work either.

This is probably due to this bug reported upstream: https://bugzilla.kernel.org/show_bug.cgi?id=204179
There is a patch available if you're comfortable building your own kernel.
