Details

Running `pip check` shows the following:
> pygit2 0.27.4 has requirement pycparser<2.18, but you have pycparser 2.19.

`python-pygit2` comes from `[community]` while `python-pycparser` comes from [extra]

I don't use either of these packages directly, so I just happened to notice the error, but I have no idea if it actually affects anything.

It could simply be that `pygit2`'s requirement needs to be relaxed a bit, or it could be that there's a reason `2.18+` is disallowed and this is causing a bug somewhere.

In pygit2 0.27.4, pycparser 2.18+ are disallowed due to https://github.com/libgit2/pygit2/issues/846. It should no longer be an issue after community/python-pygit2 is upgraded to 0.28.1.
