Steps to reproduce:

1. install the firefox package but no firefox-i18n-* packages
2. open about:preferences and find the "Language" section
3. try to add a language

The language select box is blank. You can choose "Search for more languages..." but in the popup there is no language available to be added after clicking "Select a language to add...".

With Mozilla's build (or with a langpack installed and enabled), the language select box should show the current language, and in the popup there is a list of languages that can be added.
