Description:

Language packs aren't applying anymore.
If you install a language pack the list of languages is empty plus you are not be able to add a language.

firefox 66.0.3-1
Fresh Install

Steps to reproduce:
Remove firefox and all config files
Install firefox and any language pack.

Arch Linux fresh install - adding firefox & language pack.

you can fix this issue by enabling studies system
about:preferences#privacy > "Allow Firefox to install and run studies"
