The glibc 2.29-1 PKGBUILD:

refers to the file "file-truncated-while-reading-soname-after-patchelf.patch" (in source and md5sums), but the patch was removed.

Kind of besides the point of the bug, but it's not that the patch was removed -- it was never added:

Your link is restricting changes to PKGBUILD only. The patch was added here:

and removed here:

This patch is not part of glibc 2.29, by the way. So if the intent is to keep shipping it, then it should be added back. It was added for  FS#62282  and posted to the glibc bugzilla here:
