refers to the file "file-truncated-while-reading-soname-after-patchelf.patch" (in source and md5sums), but the patch was removed.

Kind of besides the point of the bug, but it's not that the patch was removed -- it was never added:

https://git.archlinux.org/svntogit/packages.git/commit/trunk/PKGBUILD?h=packages/glibc&id=787d8e8990eab558cdf4dc35aef226f2b5edfa18

Your link is restricting changes to PKGBUILD only. The patch was added here:

https://git.archlinux.org/svntogit/packages.git/commit/?h=packages/glibc&id=787d8e8990eab558cdf4dc35aef226f2b5edfa18

and removed here:

https://git.archlinux.org/svntogit/packages.git/commit/?h=packages/glibc&id=2915adb58c7a6239554cdc4a85ae077cd46d6731

This patch is not part of glibc 2.29, by the way. So if the intent is to keep shipping it, then it should be added back. It was added for  FS#62282  and posted to the glibc bugzilla here:

https://sourceware.org/bugzilla/show_bug.cgi?id=23964
