DetailsI'm writing a hook that will set the time from the initcpio image (it's not as dumb as it sounds). The problem is, though, that the mkinitcpio-busybox doesn't include the "date" command, which I need. For my own use, I can just replace the binary with the one from the busybox package, but that wouldn't be feasible were I to make this available from the AUR. So... I was wondering if there's any way if "CONFIG_DATE=y" could be added to the config.

What exactly is this for? Your hook can always copy /usr/bin/date into the initramfs. I'm not entirely against the idea of adding date, if it doesn't increase the size of the binary too much, but I'd like to also understand the reason for this.
