cmake 3.14.0 causes a regression in mingw builds reported at https://gitlab.kitware.com/cmake/cmake/issues/19095

could this patch: https://gitlab.kitware.com/cmake/cmake/merge_requests/3157.patch be backported into 3.14.0 ?
