Steps to reproduce:

After upgrading to the latest Chromium today, I've noticed that it stutters when I scroll using a mouse. After years of using Chromium for webdev work, I've never experienced a bug like this. Basically, when you scroll by using a mouse wheel, screen jumps slightly in the direction opposite of the mouse wheel and as a result the overall movement is jerky.

I do have "Smooth Scrolling" enabled in chrome://flags. Here's a screen showing all of the flags: https://i.imgur.com/G5L6WrR.png

I have no idea how to fix this other than going back to the older version.

Test with a new profile, then check if Chrome has the same problem and report it upstream.

Make sure you use chromium 73.0.3683.75-2 for these tests (although it shouldn't behave differently than 73.0.3683.75-1).

Thanks Evangelos! 73.0.3683.75-2 fixed it for some reason. Or maybe something completely different was the root cause!
