Description:
Chromium running under xwayland doesn't use the XInput2 smooth scrolling feature.
This is an upstream bug:
https://bugs.chromium.org/p/chromium/issues/detail?id=712737

Fedora is said to have reverted the problematic patch in their build.

This issue can be closed once https://bugs.chromium.org/p/chromium/issues/detail?id=712737#c41 lands in stable or is cherry-picked to current version of chromium here.
