[cyrus-sasl] I didn't notice the reference wasn't there and am unable to edit the Summary now.

Changed service PIDFile to /run/saslauthd/saslauthd.pid
Added libxcrypt dependency.
Removed unused package_libsasl since libsasl was split out.

Updated diff for  FS#78402 , changes from previous version
Removed already implemented removal of unused libsasl split package.
Removed tmpfiles.conf, let saslauthd.service manage the creation and removal of /run/saslauthd/
