Description:
After fix for https://bugs.archlinux.org/task/61040 , systemd-sysusers fails to create system users when run inside docker container. Additional info: arch-install-scripts 21-1 Steps to reproduce: Run pacstrap inside (privileged) docker container and see that system users/group were not created. |

Going to need more information than "doesn't work". Why would bind
mounting /run into a container have any impact here? Relevant
configuration used by sysusers is in /lib/sysusers.d and
/etc/{group,passwd}.
