Description:

the scapy.VERSION variable is not set correctly during packaging

Additional info:
* package version: 2.4.2-1


Steps to reproduce:

1. install scapy
2. run scapy
3. Notice that the version listed is a dev version, also in scapy.VERSION.

Not sure if this is the correct approach but scapy reports the expected version with the change.
The source checksum did not match so I updated it to test the change.
