Why is netctl in base? That seems like a completely
arbitrary decision, like if somebody put 0ad to base.
Base is supposed to be the group that everybody has to have installed to be supported [0] [1], and netctl is not only unnecessary for a base install, but also I do not want it in my desktop install, as I use connman.
