Details

When upgrading my system using LTS kernel, I saw an upgrade to 4.19.x kernel that has no Long Time Support (it is just the stable one).
Until a new LTS kernel branch will be created, LTS package for kernel should stick to 4.14.x version.

(I encounter many crashes on Intel GPU since the 4.19 kernel, in other distributions / desktop environment too).

Nope, see https://www.kernel.org/category/releases.html as for intel gpu isues, report them and you can always downgrade or not upgrade.

https://lkml.org/lkml/2018/10/22/184 where GregKH announces it will be an LTS kernel, plus kernel.org itself definitively says so.
