Description:
Regression due to 252 patch removal
(described earlier in https://bugs.archlinux.org/task/60466)

It's an upstream bug, but we had a patch fixing it.
All workaround are in previous bug report.
None used after last update

If we are not willing to have 252 patch at least we should modify 'gitlab-shell.sysusers'

Additional info:
* 8.4.4
* /etc/passwd
gitlab:x:105:105::/var/lib/gitlab:/usr/share/webapps/gitlab-shell/bin/gitlab-shell


Steps to reproduce:
* Update to 8.4.4
* push/pull (or just connect) via ssh
