After backing up your configuration files: remove “~/.config/kicad” and “~/.cache/kicad”, and try again. Do the issue persist?

I did

1) de-install KiCad including libraries
2) remove “~/.config/kicad”
... the folder “~/.cache/kicad” did not exist in my case
3) install KiCad again, including all libraries from Antergos repository (not AUR)

and I can not reproduce the issue again. The libs are available now.
Therefore, the case can be closed. Thanks, Werner.

Help files are not included in what upstream provides as the default build target. I guess that Kyle Keen, the maintainer of the “kicad” package, could include it¹ in the build: it just needs to be in “/usr/share/kicad/”. But there is a catch: this is a massive, 300MB package. A fourfold increase in size just to have offline documentation in times, when most people search for it online anyway². You may try to poke the maintainer, but I guess you see why he may refuse. He could also make a separate package, “kicad-help” — the question is if he’s having enough time and will to handle yet another package.
