As the title suggests, I'm wondering why pygobject-devel a
runtime dependency and not an optional dependency of
python-gobject. pygobject-devel contains only a single
header file and a pkgconfig file..

Reason for closing: Not a bug
Additional comments about closing: Arch doesn't split out development headers, we make a special exception here simply because it is the only way to package the same file for both python and python2 split packages. Having it installed either way is mandatory.

BTW the same goes for python2-gobject2 and pygobject2-devel as
well.
