I think they include the Elastic License here because the package was built with the x-pack module (see https://github.com/elastic/elasticsearch/blob/master/LICENSE.txt). The OSS-only version of the package can be found at https://artifacts.elastic.co/downloads/elasticsearch/elasticsearch-oss-6.5.1.tar.gz.
