djvulibre shouldn't depend on qt (qt is needed for the "sample" djvu-viewer apps only, so these gui apps could be cut from the lib). Evince can use djvulibre for viewing djvu files (if compiled with --enable-djvu), so it would be possible to view djvu without qt.
