Description:

This is a request to separate 'qv4l2' tool from 'v4l-utils' package. The reasoning for it is simple. Since major packages like 'ffmpeg' and 'gst-plugins' depend on 'v4l-utils' even for the most basic window manager installations I'm forced to have QT5 monstrosity on my computer. I also don't need any GUI tools like 'qv4l2' to clutter my menus. However I think the most important factor here to consider is that there are other distros that already have them as separate packages like Debian (Ubuntu).

Other distributions splitting packages is never a valid reason for Arch to do it.

Also, the dependency on qt5-base is listed as optional. There is nothing forcing you to install this.
