I get popup saying:

Running steam from command line should give this popup.

works perfectly fine here if you use the stream-runtime (and i did not have all these installed in the test).

sure you don't use steam-native? Sure STEAM_RUNTIME=0 is NOT set?
starting on terminal the first output should be:

Running Steam on arch rolling 64-bit
STEAM_RUNTIME is enabled automatically

for native libs you need to install the steam-native-runtime package

It's correct, I was mistaken. The steam-native-runtime should solve it.
