Details

Description:
Julia fails to build the Arpack package due to a(or many) libfile(s).
A libfile that I'm sure is missing is the libgfortran.so.*

Additional info:
* julia-2:1.0.1-2 (Latest)

Steps to reproduce:
Add and build Arpack

Extra consequences:
Inability to build most numerical packages due to them having Arpack as a dependency.
