With systemd v239 Nice and CPUSchedulingPolicy properties set via systemd-run are not effective [1].

This is already fixed in the upstream via PR 10292 [2].

I've also created a PR for backporting it to the -stable branch [3], but in the #systemd IRC channel I was told that -stable is not very active, so it would be better to request a backport via distro package maintainer.

And so here I'm. The backport is already prepared by me (again, check [3], there's only one commit/patch), and it is tested against current systemd version that Arch uses.

Please cherry-pick it.
