Automatic restart (Restart initiated from code) doesn't work.

Steps to reproduce:
- Start code
- Open Settings
- Set 'Window: Title Bar Style' to custom or native
- Click restart

We should probably not use the system electron here.

Using the system electron was a precondition of being willing to provide it in the official repos to begin with -- none of us really want to provide packages with a vendored electron since that's terrible for security among numerous other issues.

What is it doing to re-exec itself, and what is it doing instead?

Apparently to change the 'Title Bar Style' to something more custom, it requires to restart itself. Instead of restarting code, an electron window pops up, like in running 'electron' from the terminal.

Report it to the upstream. I have spent several hours trying to make system electron work properly. Right now the main functionally works fine, it just has some minor bugs such as this. I cannot fix this issues alone, upstream needs to give a hand. Sorry :/
